NACML is established by CSBTS at the end of 1999.
NACML is an independent audit center under the leadership of National Office for Industrial Product Manufacture Licenses (NOML). NACML is in charge of the audit of Manufacture Licenses (ML) and related work committed by NOML.
ML system is a Administrative Licensing System which be carried out  to insure the quality safety of important industrial product which concerns public safety ,health of human body,safety of lives and property and to implement the Industrial polices of the state and to promote the healthy development of the socialist market economy.
The responsibilities of NACML is:
a)to study and draft the documents of ML system;
b)to assist NOML in drafting the ML Implementation Rules;
c)to audit and collect the files reported by the audit bodies and AQSIQ local branches;
d)to print and issue the ML certifications;
e)to organize and implement random inspections for manufactures examinations;
f)to be in charge of train , test , register , expire renewal and promotion for auditor and train , test , register , expire renewal for auditor teacher;
g)to manage work papers and archives of ML;
h)to assist NOML in development of ML information manage system construction;
i)to accomplish orther work committed by NOML.
